dc.description.abstractThis article aims to demonstrate the increase in the allocation and disbursement of financial resources aimed at financing social housing in Belém (PA). To this end, an analysis was carried out on the foundations of the right to housing at the constitutional level, as well as at the international level, in order to identify the housing deficit, in the period from 2018 to 2022, in the municipality of Belém (PA), taking into account the current unfavorable scenario for the low-income population. This is a research with a qualiquantitative approach of an exploratory, bibliographic and documentary nature, which occurred through the collection of budgetary-financial planning standards for the municipality of Belém do Pará, contained in the Pluriannual Plan, the Budgetary Guidelines Law and the Law Annual Budget, as well as the selection of doctrinal references regarding the right to housing in Brazil, in addition to the extraction of data relating to budgetary authorizations/allocations, in the financial years from 2018 to 2022, intended for the public policy on Social Interest Housing. The result of the research reveals that, during the period studied, there was a shortening of the target for reducing the housing deficit, as well as a shrinking of financial resources for investment in housing policy in the researched municipality, in addition to the delivery of only 53.47% of the housing units planned for the period researched. Finally, it was identified during the research that the Municipal Housing Department does not develop an effective control system over the quantity of housing under construction, built and not delivered and built and delivered, so that the public authorities can optimize the quality of its internal controls and increase the quality of information transparency.pt_BR
dc.description.resumoO presente artigo tem como objetivo demonstrar o incremento da alocação e desembolso de recursos financeiros visando o financiamento de habitação de interesse social em Belém (PA). Para tanto foi realizada uma análise sobre os fundamentos do direito à moradia no plano constitucional, assim como, no plano internacional, a fim de identificação do déficit habitacional, no período de 2018 a 2022, no município de Belém (PA), tendo em vista o cenário atual desfavorável para a população de baixa renda. Trata-se de uma pesquisa com abordagem qualiquantitativa de natureza exploratória, bibliográfica e documental, que ocorreu por meio da coleta de normas de planejamento orçamentário-financeiro do município de Belém do Pará, contidas no Plano Plurianual, na Lei de Diretrizes Orçamentárias e na Lei Orçamentária Anual, bem como, a seleção de referências doutrinárias acerca do direito à moradia no Brasil, além de extração dos dados relativos às autorizações/dotações orçamentárias, nos exercícios financeiros de 2018 a 2022, destinadas à política pública de Habitação de Interesse Social. O resultado da pesquisa revela que, no período pesquisado houve encurtamento da meta de redução do déficit habitacional, como também o encolhimento dos recursos financeiros para investimento em política habitacional no município pesquisado, além da entrega de apenas 53,47% das unidades habitacionais previstas para o período pesquisado. Por fim, foi identificado no decorrer da pesquisa, que a Secretaria Municipal de Habitação não desenvolva um sistema de controle eficaz sobre a quantidade de moradias em construção, construídas e não entregues e construídas e entregues, a fim de que o poder público otimize a qualidade de seus controles internos e eleve a qualidade da transparência das informações.pt_BR
