| dc.description.abstract | This study exploratory aims to analyze the condition of teaching efectiveness in terms of investiment in basic education of the municipality network of Ananindeua district and its conditions of quality and offer during the validity period of FUNDEB (2007 to 2015). The inquiry process that guided the research paradigm was the qualitative one, being organized to articulate the quantitative informations of the social indicators, of financing, educational offer and the quality in municipality. The reserch results revelal that, in the analyzed period: 1 – there was an improvement in the social indicators of the municipality expressed by the total population data (1.6%), IDHM (0.718 – high), PIB (12.2%) and PIB per capta (12.1%); 2 – growth of liquid expenses in the education function (13.9%) and elementary school expediture committed (9.6%) and pre-school education (151.8%), as well as FUNDEB revenue (14,6%); 3 – in terms of enrollment, there was a greater growth in the private school system (23.6% in pre-school, 17% in elementary education) comparing the municipal network (18.8%, 4.8% in pre-school) and state (did not abstain an average growth); In relation to the number of schools, there was great growth in the private network (30.1% in pre-school, 33.2% in the elementary school than in the state network (did not obtain a mean of growth) and municipality (6.5% in pre-school, 19.1% in elementary school), and in relation to the number of teachers, in pre-school education, the municipality network present highest growth (101) compared to the state network (0) and private network (92), however in the elementary school the private network (687) present the greatest increase, compared to the municipal network (88) and the state network (520); 4- in relation to the school performance, the private school system has the best rates (0.5% of approval, 14.5% of disapproval and 22.5% of school dropout), compared to the municipal network (3,4 % of approval, 11.5% of disapproval and 7.4% of school truancy), and state (2.9% of approval, 11.9% of disapproval and 6.3% of school truancy). About the IDEB data, it was verified that municipality achived most of the estabilished goals. Considering the progress of municipality – with resource growth and its redistribution process from FUNDEB – in condition of quality and offer, none of them were fullfill by the municipality of Ananindeua. Given the importance of the policy in the field of municipality education network, it is necessary to fight for its restructuring and extention, increasing the Union’s contribution and ensuring the effectiveness of the righ to puplic education and quality. | pt_BR |
| dc.description.resumo | Este estudo exploratório tem por objetivo analisar a condição de efetividade do ensino em termos de investimento em educação básica da rede de ensino municipal de Ananindeua e suas condições de oferta e qualidade durante o período de vigência do FUNDEB (2007 a 2015). O processo de inquirição que norteou o paradigma de pesquisa foi o quantitativo, sendo organizada de modo a articular informações quantitativa dos indicadores sociais, de financiamento, de oferta educacional e de qualidade do município. Os resultados da pesquisa revelaram que, no período analisado: 1- houve melhora dos indicadores sociais do município expressos pelos dados de números da população total (1,6%), IDHM (0,718 – alto), PIB (12,2%) e PIB per capita (12,1%); 2- houve crescimento das despesas liquidadas da função educação (13,9%) e das despesas empenhadas do ensino fundamental (9,6%) e da educação infantil (151,8%), bem como das receitas do FUNDEB (14,6%); 3- no que diz respeito às matrículas, houve maior crescimento na rede privada de ensino (23,6%, na educação infantil; 17%, no ensino fundamental), quando comparada com a rede municipal (18,8%, na educação infantil; 4,8% no ensino fundamental) e estadual (não obteve uma média de crescimento); no que se refere ao número de escolas, houve maior crescimento na rede particular (30,1%, na educação infantil; 33,2%, no ensino fundamental do que na rede estadual (não obteve uma média de crescimento) e municipal (6,5%, na educação infantil; 19,1%, no ensino fundamental); referente ao número de professores, na educação infantil, a rede municipal apresentou mais crescimento (101), quando comparada com a rede estadual (0) e particular (92), já no ensino fundamental, a rede particular (687) apresentou o maior aumento, comparado a rede municipal (88) e a rede estadual (520); 4- no que se refere ao rendimento escolar, a rede privada de ensino apresenta as melhores taxas (0,5% de aprovação; 14,5% de reprovação e 22,5% de evasão escolar), comparada com a rede municipal (3,4% de aprovação; 11,5% de reprovação e 7,4% de evasão escolar) e estadual (2,9% de aprovação; 11,9% de reprovação e 6,3% de evasão escolar). Quanto aos dados do IDEB, constatou-se que o município conseguiu atingir a maioria das metas estabelecidas. Em que pese os avanços apresentados pelo município - com crescimento dos recursos e seu processo de redistribuição a partir do FUNDEB - em suas condições de oferta e qualidade, nenhuma delas foi plenamente atendida pelo município de Ananindeua. Dada a importância da política de fundo às redes municipais de ensino, faz-se necessário lutar pela sua prorrogação e reestruturação, ampliando a contribuição da União e assim garantirmos a efetividade do direito à educação pública e de qualidade. | pt_BR |
