Acesso em:.https://bdm.ufpa.br/handle/prefix/9477To understand the risks associated with the Free Energy Market, it is necessary to analyze the structure of the Brazilian electricity sector, from generation, transmission, and distribution to commercialization models. This study also presents the impact of the state of Pará on national electricity generation. The research addresses commercialization criteria, types of consumers, and the agents involved in the sector, as well as the fundamental concepts of the Free Contracting Environment (ACL) and the Regulated Contracting Environment (ACR), including their contracts, rights, and obligations. The study specifically analyzes the Green Tariff in order to evaluate the economic feasibility of migrating Consumer Unit 19 (CU 19) of the Federal University of Pará, characterized by high energy demand, from the ACR to the ACL. Detailed calculations were carried out, including tariffs and taxes (PIS, COFINS, and ICMS), using current market quotations to project a five-year scenario in the ACL. The comparative analysis between ACL and ACR showed an unfavorable economic result for the ACR of approximately 3.04% compared to the ACL. However, the determining factor for this difference was the elimination of the discount on the Distribution System Use Tariff (TUSD) for incentivized energy sources, in accordance with current legislation. It is concluded that, under the current scenario, remaining in the ACR is the most appropriate decision.
