Acesso em: .https://bdm.ufpa.br/handle/prefix/9758This work presents a systemic analysis of environmental fragility and social vulnerability in the Paracuri River Basin (BHRP), using tools such as thematic cartography and geoprocessing to study and understand the formation of socio-environmental risks, urban river management, geomorphology, the new urban agenda, and housing policies for the city. The city of Belém is located within the hydrographic system of the mouth of the Tocantins–Araguaia basin, containing 14 river basins, including the Paracuri basin. Given this, and considering that it is a city with an extensive urbanized area, we must take into account the action of the Anthropocene environment, with the occupation of floodplains, the removal of vegetation from this habitat, and the landfilling of floodable areas, creating a series of artificial structures in the natural environment. In this context, the tendency is for socio-environmental risks to increase, mainly associated with periodic flooding and anthropogenic actions that alter the relief. The objective of this work is to analyze this basin and its socio-environmental interaction, to understand what causes these floods and inundations, how this population perceives these urban rivers in the Amazon, the functionality of urban riparian buffer zones, and to use a new urban agenda in dialogue with nature, the historical context, and the current territorial formation. The theoretical and methodological material was produced through a literature review on socio-environmental geography, fluvial geomorphology, hydrographic basins, water resources, urban space, and housing complexes. The work also includes the production of cartographic maps made using ArcGIS software, with approximate scales of (1:215,000 and 1:47,000), for the representation of location maps, land use and occupation, flooding, urban growth, geomorphology, hypsometry, slope, NDBI, NDVI, and NDWI using administrative boundaries. The research results demonstrate a disordered and precarious occupation since 1940 with the connection of the village to the city center. This led to the filling in of rivers and streams, which, over time, produced the growth of precarious residential settlements in the BHDP (Hydrographic Basin of the Port of Piauí), resulting in large deforested, filled-in, and impermeable areas.
