Belém is surrounded by rivers and lakes, including the Guama River and the Bahia Guajará, causing the above process is normal when the tide is high, however, the occupation of the area creates the need to conduct a thorough geotechnical study, in order to prevent floods continue to harm the population. There are examples of cities with the same geological characteristics of Belém who have overcome floods and waterlogging in rainy periods investing in urban planning, environmental education of the population and constant cleaning of canals and pipelines. The coordinator of Hydraulic Research Group and Sanitation of the Federal University of Pará, Almir José Rodrigues Pereira, in an interview to the website DOL (Online Daily) said "It is a mistake to think that Belém is doomed to flooding. There are numerous examples that prove otherwise. The Netherlands has half its territory below sea level and were able to reduce flooding with dams and sluices".
