In this context, mining royalties, regulated by the Financial Compensation for the Exploration of Mineral Resources (CFEM), represent essential resources for financing public policies in mining municipalities. This study analyzes, through a literature review, the application of these resources in Parauapebas and Canaã dos Carajás, municipalities that stand out for their high CFEM revenue. The results indicate that, although royalties have contributed to investments in health, education, and infrastructure, challenges persist related to poor management, lack of transparency, and fragmented and often political use of the funds. It is observed that economic dependence on mining generates local vulnerabilities, highlighting the need for productive diversification and sustainable development strategies. The research also compares the Brazilian experience with international models, such as those of Chile, Canada, and Norway, which direct part of the revenue to sovereign funds and long-term structural projects.
