Acesso em:.https://bdm.ufpa.br/handle/prefix/9478This study evaluates the economic and financial feasibility of migrating a hypothetical consumer unit from Group A, under the blue time-of-use tariff modality, located within the concession area of Equatorial Pará, currently supplied in the Regulated Contracting Environment (ACR), to the Free Contracting Environment (ACL). The analyzed unit is representative of Subgroup A4 consumers with contracted demand below 500 kW. Based on a literature review and the recent regulatory framework that expanded access to the ACL for lower-demand consumers, the study compares projected annual costs in both contracting environments, considering the required investment for the Metering and Billing System (SMF) upgrade. The analysis applies the break-even concept to determine the threshold energy price in the ACL and the investment recovery horizon, complemented by standard economic indicators over the analysis period. Using representative consumption and demand data compatible with Group A units with low contracted demand and tariff projections for the 2026–2035 horizon, the results indicate that migration to the ACL is not automatically advantageous. Economic attractiveness is mainly observed in scenarios involving the contracting of incentivized energy associated with high TUSD-Fio discount percentages and permanence in the ACL for a period exceeding five years, a condition necessary to dilute the initial SMF investment cost. In less favorable scenarios, remaining in the ACR tends to result in a lower overall cost.
