Through direct contact with local reality, it is noted that the territorial policies proposed for the island are insufficient and inadequate. In particular, the regulation for urban occupation is based on instruments disseminated nationally for urban planning, without accounting for the planning of the entire municipal territory and the need for articulation with environmental aspects. The island is therefore a suitable place for a more sensitive territorial planning exercise, which seeks to include the diversity of spatial arrangements and lifestyles, and propose measures to encourage the potential existing within the municipality of Belém, especially in its riverside reality.
