Its chronological cut comprises the last two administrations of the municipality: the management of the Partido dos Trabalhadores – PT(2013 to 2016) and the first two years (2017 and 2018) of the management of the Partido Democratas. The results indicate that the practice of hiring teachers is based on relations of clientelistic nature, involving several actors, such as: councilors, temporary teachers, school principals, effective teachers, among others. And that this one does not change independent of the government that is the power.
