This study aimed to evaluate the Municipal Integrated Solid Waste Management Plan (PMGIRS) of Rondon do Pará, using the indicator methodology proposed by Chaves et al. (2020), based on the criteria of compliance, sufficiency, and condition. The research, of an exploratory and qualitative-quantitative nature, included document analysis, interviews with technicians from the Municipal Secretariat of Science, Technology, and Environment (SECMA), and the application of a structured form with 21 indicators validated using the Delphi method. The data allowed for the calculation of the Plan Compliance Index (IAP), the Plan Quality Index (IQP), the Plan Complexity Index (ICP), and the Plan Potential Index (IPP). The results showed good performance in meeting legal requirements (IAP = 100%), with particular emphasis on waste diagnostics. The IQP, at 84.92%, proposed goals and institutional articulations but requires improvement in environmental awareness actions. The ICP, which scored 79.76%, demonstrated planning with technical studies but still lacks greater operational efficiency regarding environmental aspects and training of those involved. Meanwhile, the IPP (74.40%) indicated weaknesses in the implementation of proposed actions, especially concerning environmental education and the limited inclusion of waste pickers.
