In order to understand the problems involving this urbanization and housing production, a balance of housing production was continued through the Growth Programa de Aceleração de Crescimento Urbanização de Assentamentos Precários (PAC UAP) in Belém. By the authors Rodrigues, Araújo and Castro (2018), the present work sought to continue the balance, also investigating the theme of urbanization of precarious settlements, precarious settlements in the city of Belém (PA) and related pertinent topics. As a result, there is a difficulty in advancing how the urbanization of the city's settlements can proceed, as it always returns to the wrong solution of macro-drainage projects without the urbanization component, as well as the difficulty of proposing housing solutions that are more coherent with each settlement, design decisions that are not consistent with their characteristics, due to the absence of a classification of these areas and the lack of effective applicability of urban instruments such as the Special Social Interest Zone (ZEIS), both empty ZEIS and occupied ZEIS, which would help in directing these projects.
