The implementation of new roads can alter traffic flow distribution and the operational conditions of existing roads, making it necessary to characterize the scenario prior to such interventions. Thus, this study aimed to assess traffic conditions and the road surface quality of Avenida Perimetral in Belém (PA) before the opening of Avenida Liberdade. To this end, the road was divided into four 1-km segments—totaling 4 km—covering both directions of travel. Procedures included classified vehicle counts, estimation of the "N Number" (cumulative traffic load), pavement surface condition assessment via Continuous Visual Survey (CVS), and determination of average vehicle speeds. The results revealed differences among the analyzed segments. Vehicle counts showed the highest Peak Hour Volume (PHV) in Segment 3 during the morning (08:30–08:45), with 1,484 vehicles/h, and in Segment 1 during the afternoon (17:30–17:45), with 1,280 vehicles/h. The N Number ranged from 2.9×10⁷ to 4.4×10⁷, with the highest value in Segment 1. The CVS classified this segment as "Fair," while the others were classified as "Excellent." Segment 3 exhibited the highest average speeds for most vehicle categories, whereas Segment 1 recorded lower speeds for some heavy vehicles.
