Acesso em:.https://bdm.ufpa.br/handle/prefix/8119The management of construction and demolition waste (CDW) is a challenge for municipalities due to the high volume generated and the environmental impacts resulting from these materials. Effective management practices are essential to minimize harm and promote urban sustainability. In this context, the present study aims to analyze the integrated management of CDW in Tucuruí-PA, identifying its characteristics and proposing solutions to improve handling and reduce negative environmental impacts. This is a quantitative, descriptive, and applied research, with data collected through documentary and field research, including interviews and questionnaires applied to 18 individuals involved in CDW management. The analysis was based on the Construction and Demolition Waste Management Index (IGRCD) developed by Paz (2019), complemented by statistical analysis and the institutional arrangement framework proposed by Leme (2016). The results revealed a critical scenario: the municipality scored only 15% on the IGRCD, classifying its CDW management as “Insufficient.” None of the indicator groups – Management Instruments, Municipal Programs, Collection and Sorting, Treatment and Final Disposal – showed results indicative of structured and effective practices. The statistical analysis confirmed this weakness, revealing that 85% of the responses from consulted agents were classified as “Not Favorable,” reinforcing the lack of effective public policies. The overall average score of the indicators was only 0.3 points, with both mode and median equal to zero, indicating that most of the evaluated aspects lack even minimal implementation, reflecting an ineffective and stagnant municipal management. The correlation analysis between the indicator groups demonstrated a strong correlation pattern between Management Instruments and Treatment/Final Disposal (ρs = 1.000), indicating that the absence of regulatory guidelines directly impacts waste destination. The associations between Municipal Programs and Treatment (ρs = 0.750) and between Collection and Sorting and Treatment (ρs = 0.625) indicate that improvements in waste management require a systemic and integrated approach. However, the low correlation between Municipal Programs and Collection/Sorting (ρs = 0.125) reveals a misalignment between educational and operational actions, compromising the effectiveness of management and hindering the implementation of strategies to improve waste segregation and reuse.
