Specifically, it seeks to identify the institutions that provide support, advisory services, and ATER to enterprises and stakeholders engaged in socio- bioeconomic activities; analyze the institutional capacities, service delivery, gaps, and obstacles that limit the effectiveness of ATER actions; and assess the level of coordination among ATER service providers operating in the municipality. The research adopts a qualitative approach based on semi-structured interviews with institutional representatives and local stakeholders. Participants were selected using the snowball sampling technique, and the data were analyzed through content analysis. The findings reveal the presence of nine institutions, including public agencies, civil society organizations, and private initiatives that support family farming, extractive activities, and the sustainable management of natural resources. However, these initiatives are fragmented, with limited interinstitutional coordination and weak integration among public policies, reducing the effectiveness and continuity of ATER services. The main constraints identified include insufficient technical and financial resources, inadequate infrastructure, and logistical challenges that hinder access to rural communities and the regular provision of services. Additional barriers involve limited access to rural credit, environmental and land tenure regularization, and the integration of family farming enterprises and traditional peoples and communities into structured markets. Although the institutions promote initiatives aligned with sustainability principles, they still face challenges related to technical capacity, continuity of actions, and collaborative networking. The study concludes that strengthening the socio-bioeconomy in Abaetetuba depends on enhancing the institutional capacities of ATER, improving coordination among institutions, and implementing more integrated, continuous, and territorially adapted public policies.
