Acesso em:.https://bdm.ufpa.br/handle/prefix/10464This thesis analyzes whether the City Council of Belém has mechanisms to promote active transparency in the legislative process and, if so, whether they uphold the fundamental right of access to information, as established in Article 5, item XXXIII, of the Federal Constitution, and the Access to Information Law (Law No. 12,527 of 2011). It fosters an academic debate around the legal content of the principle of administrative transparency as applied to the municipal legislative process. The approach used is qualitative and deductive research, based on bibliographic and documentary review, with analysis of legislation, case law, and legal doctrine. The research results indicate that the Access to Information Law should be applied to the legislative process and that the City Council of Belém insufficiently meets the constitutional and legal requirements regarding transparency.
