The objective is to discuss the creation and implementation of the Belém Municipal Education Council between 1990 and 1996, the period during which the Belém municipal education system was established. To develop this study, we conducted historical research using documentary sources from the CME and SEMEC archives, as well as works developed as theoretical support for the study. In this study, we highlight aspects of the history of education councils, the functions and foundations of municipal education councils, and the strategies for implementing municipal education councils and systems, especially in the context of the capital of Pará.
