Acesso em:.https://bdm.ufpa.br/handle/prefix/8639The present study aimed to analyze the impacts of the implementation of the New Regional Hospital of Tucuruí, considering the increase in traffic flow. To this end, the study was structured from volumetric traffic counts in order to understand the current situation based on this diagnosis; to estimate the average growth of traffic demand, to evaluate how the roads behave in the face of this increase; and, if necessary, to propose mitigation strategies for future impacts. In this context, volumetric counts were carried out on the four roads – Sete de Setembro Ave., Avenue E, Block 29, Auto Alegre Street and João Pessoa Street – that are located around the hospital, in order to identify the periods of highest vehicle intensity. The results indicate that the most critical period, which has the highest average vehicle circulation, is between 6:00 a.m. and 7:00 p.m. To obtain an understanding of the new traffic, the second formulation of the Traffic Engineering Company (CET), Technical Bulletin No. 32 of 1983, was used. With the projection in hand, two scenarios were made to present possibilities of how traffic flow might behave and what impacts they would generate. The first scenario considers that the entire projection was allocated to Av. Sete de Setembro. In the second, 13.33% was distributed among the auxiliary roads and 30% to each direction of the main avenue. The analysis demonstrated that, even with the redistribution, Sete de Setembro Ave. remains overloaded, while the secondary roads present capacity limitations. Thus, the increase in vehicle volume may generate congestion, increased travel time, and harm to the quality of life of the local population. It is essential that urban mobility planning proceed in parallel with the hospital’s implementation. Municipal legislation, through the update of the Master Plan and specific regulations for PGVs and traffic, can provide effective instruments to mitigate such impacts. Among the suggested measures, the following stand out: the reorganization of traffic with changes of direction on João Pessoa Street, the restructuring of sidewalks and roads, the strategic implementation of parking areas, the installation of vertical, horizontal and traffic light signage, as well as the expansion of traffic education and enforcement.
