From document analysis and interviews with local artists and groups, I investigate the importance of cultural policies, how they can transform the artistic medium and, through them, we can see a considerable growth and development in the city's artistic productions. Brant use to introduce the concept of cultural policies, Edgar Morin and UNESCO with the concept of culture, among others, as Marilena Chauí, underlying the literature on cultural policies in Brazil.
