Acesso em:.https://bdm.ufpa.br/handle/prefix/8400In Belém, the housing deficit presents itself in a particular way, with a wide variety of precarious settlements that share common issues, such as occupations in floodplain areas and a lack of urban infrastructure. In these spaces, spontaneous settlements often emerge, consolidated through self-construction practices, usually carried out without specialized technical assistance, in an improvised manner, and under risky, unhealthy, and low-habitability conditions. This highlights not only the failure of traditional housing policies to address the specific needs of the population but also the resilience of communities that rely on their own knowledge, time, and resources to overcome adversities and consolidate their homes. In light of this reality, this study proposes reflections on the role of Technical Assistance for Social Housing (ATHIS) in peripheral areas of Belém, focusing specifically on the urban nucleus of Olaria 1, 2, and 3, located in the Paracuri river basin, Tapanã neighborhood. The objective is to discuss self-construction in peripheral settlements, aiming to understand how to address various recurring situations in the region that characterize the housing deficit, in order to identify potential parameters to be considered by ATHIS initiatives.
