Eighteen semi-structured interviews were conducted, predominantly with women, in addition to participant observation in two communities within and surrounding the Marine Extractive Reserve, monitoring of community association meetings, and participation in extractive activities alongside the social actors involved in the research. Particular emphasis was placed on monitoring the communities’ participation in the Free, Prior and Informed Consultation (FPIC) regarding the Pará Jurisdictional REDD+ System, highlighting the tensions between climate governance and environmental justice. The results demonstrate that residents of the Caeté-Taperaçu Marine Extractive Reserve are able to identify the existence of the climate crisis, associating it with changes in temperature and rainfall patterns in the northeastern region of the state of Pará. Based on traditional knowledge, derived from extractive ways of life and the intergenerational transmission of knowledge about their territory, these climatic effects are perceived through their impacts on the daily lives of these traditional populations. Evidence points to changes in fishing, agriculture, and extractive practices, which are essential to the socioeconomic maintenance of the communities, as well as to their identity and cultural ties. It is concluded that traditional populations’ perceptions of the climate crisis lead to the understanding that environmental public policies are not effective in protecting their territory, prompting them to seek ways to respond to these policies. On the other hand, policies such as REDD+, far from being an innovative solution, reproduce socio-environmental conflicts among actors both within and outside Conservation Units.
