Acesso em:.https://bdm.ufpa.br/handle/prefix/10404This study analyzes the historical contribution of land-use change (LUC) – driven primarily by deforestation for agriculture and livestock – to the climate crisis, with a focus on the state of Pará, Brazil’s largest historical emitter of greenhouse gases (GHGs). Through a literature review and documentary analysis, the paper discusses the climate emergency and its projected impacts, detailing Pará’s specific contribution based on data from monitoring systems (SEEG, MapBiomas, IMAZON, INPE). Next, the study explores the concept and strategic potential of Low-Carbon Agriculture (ABC) as a model capable of reconciling food security, climate mitigation, and forest conservation. The study conducts a critical analysis of federal (ABC+ Plan) and state (Plano Amazônia Agora, PlanBio, and the Pará State ABC+ Action Plan) public policies, identifying advances in climate governance but also structural gaps in the effective promotion of ABC, such as funding limitations, weak technical assistance, and institutional disarticulation. Finally, a set of measures is proposed for the consolidation of an integrated state policy, emphasizing the need for multilevel governance, robust economic instruments, and the articulation between science, politics, and traditional knowledge.
