Acesso em:.https://bdm.ufpa.br/handle/prefix/9371The urban growth of the municipality of Tucuruí, in the state of Pará, occurred rapidly and, to a large extent, dissociated from the risk management guidelines associated with the Tucuruí Hydroelectric Power Plant dam. The recent implementation of the Emergency Action Plan (EAP) highlighted the need for integration between urban planning, mobility, and dam safety, considering that a significant part of the city developed in areas potentially affected by a possible disaster. This work aimed to analyze the distribution of trip-generating poles in the urban territory of Tucuruí and their relationship with the risk zones defined by the EAP, evaluating the impacts on mobility and the vulnerability of the population. The methodology was based on bibliographic research, document analysis, urban data collection, and spatial mapping of trip-generating poles and areas classified as Self-Rescue Zones. The results indicated that 33 of the 41 urban neighborhoods present some degree of exposure to risk, and that approximately 93% of the businesses registered in the municipality are located in areas within the ZAS (Special Security Zone), with a predominance of PGVs (Priority Value Points) associated with commerce, essential services, and institutional facilities such as health units and educational establishments. This concentration intensifies mobility conflicts and compromises the efficiency of evacuation routes in emergency scenarios.
