The identified problem is that the databases currently used, such as SINAPI, reflect costs centered in the capital, disregarding significant regional variations, which compromises the accuracy of budgets and the execution of public works in the interior of the state. The main objective of this work is to develop a tool that enables the creation of fairer budgets, aligned with the local reality, considering the economic and logistical peculiarities of each region. To achieve this, the methodology adopted includes semi-annual on-site price collection, the categorization of inputs as local or imported, and the projection of transportation costs from the capital. The collected data are validated and compared with the SINAPI and SEDOP compositions, using tools like Sisplo BIM for database management and reporting. As a result, the database is expected to improve the accuracy of public works budgets, foster regional economic development, and increase competitiveness in bidding, especially in remote regions.
