Acesso em:.https://bdm.ufpa.br/jspui/handle/prefix/7962The increase in fire outbreaks, whether accidental or intentional, has been a growing problem in Brazil, with the State of Pará being one of the most affected by this criminal practice, which results in significant environmental degradation. In light of this scenario, a key question arises: which of these fire outbreaks can be classified as criminal, and how does the State act, through legal instruments, to prevent and repress these acts? This study analyzed the relationship between fires and environmental normative acts (Laws, Decrees, Ordinances, Resolutions, Normative Instructions, and Technical Standards) in Pará, identifying challenges and gaps in compliance with regulations. The results revealed that fires are directly associated with agricultural expansion, land grabbing, and illegal deforestation, with only 46 out of 144 municipalities (31.94%) having specific legislation on the issue. Despite the existence of legal instruments, their effectiveness is compromised by insufficient enforcement and a lack of sustainable alternatives for local communities. The study also highlighted distinct realities among the state's mesoregions, with remote areas and varying socioeconomic contexts, making it difficult to standardize public policies. The inefficiency in addressing these problems exacerbates socio-environmental issues, impacting the population's quality of life and the health of the environment. It is concluded that there is an urgent need to strengthen public policies, improve enforcement, and promote sustainable practices.
